Programs

There are a number of cross-divisional campus administrative teams and programs charged by the Chancellor, the EVC/Campus Provost, and the Associate Vice Chancellor for Risk and Safety Services to manage the myriad of activities and initiatives associated with campus safety and risk. The Associate Vice Chancellor for Risk and Safety Services is charged with oversight over the following:

Emergency & Crisis Response


A multidisciplinary, rapid response team for evaluation of incidents of potential or actual workplace violence within the UCSC Community. The specific functions of the BIT are to collect information on the incident, assess the potential for escalation to violence, and advise individuals and the University Office on providing a coordinated Campus response. The BIT can evaluate faculty, staff, and students and provide resources if needed​.

A full-breath program that promotes campus safety and security through trained ambassadors who provide emergency response, first aid, and disaster response services across the campus​​. 

A rapid response team charged with coordinating the campus’ specific operational planning and response needs related to campus activism including demonstrations, labor relations activities/strikes and other large public events that require campus response, coordination and management.

Emergency Management Policy Group (EMPG)

A group of senior leadership that supports the Chancellor and Executive Vice Chancellor in decision-making during critical incident management. They work to address policy issues and execute Campus-level decision making in critical incident response. The EMPG establishes policy objectives and provides strategic direction throughout the emergency incident or disaster situation. 

The Office of Emergency Management under the guidance of the Associate Vice Chancellor for Risk and Safety Services is responsible for maintaining the campus Emergency Operations Center (EOC) for use during major events and emergency situations. The EOC is staffed by representatives from various campus units with responsibilities relating to emergency response or recovery. During a major event or emergency, the EOC is activated to coordinate campus operations and recovery efforts. During a regional disaster, the campus EOC communicates with the Santa Cruz County EOC for resource needs outside of the capabilities of the campus. The campus EOC also provides updates to the UC Office of the President and may coordinate mutual aid with other UC campuses around the state.

Risk and Safety Services is committed to enhancing security and safety for the campus community by integrating the best practices of campus safety with state of the art technology. Our Physical Security Systems (PSS) are designed to protect people, facilities, equipment, and property from harm or damage at all times. Under a dotted line to the AVC for Risk and Safety Services, the Physical Security Systems team works in partnership with the campus police department. The PSS team conducts physical security assessments and consultations for individual campus facilities, coordinates the installation, operation and ongoing maintenance and repair of all physical security systems on campus, and provides training and oversight over physical security systems for the campus.

Threat Assessment Group (TAG)

An incident response team made up of campus leadership, operational, and Emergency Operations Center personnel who assess impending or actual incidents affecting UCSC’s students, faculty, staff, visitors, facilities and operations.
